If oil comes up from the ground, why does it matter if it lays on the ground? Won’t it just seep back to where it belongs? Eventually?

We only need to be concerned about now. Speaking of books, wasn’t there a caption contest a while ago in which a certain Doctor said he may give away a book? At least the good doctor could tell us which of the captions won. Did I miss it? I was gone for a week.
